Ukrainian President Urges European Union to Use Immobilized Russian Resources for Ukraine's Defense Support

Amid continuing summit talks, Volodymyr Zelenskyy has insisted EU leaders to implement measures using immobilized Russia's funds to support Ukraine's defence efforts "as soon as possible".

Immediate Decision Required

Speaking to European Union leaders in Brussels on Thursday, Zelenskyy stressed the vital need to completely use Russia's resources for Ukraine's protection against current hostilities.

"Anyone who delays this determination is not only hampering our military but also impeding your own progress," he stated, promising that Ukraine would spend substantial funds in purchasing EU-made weapons.

EU Loan Proposal

EU officials are currently considering plans to support an non-interest loan for Ukraine guaranteed by Russian central bank funds, which were immobilized shortly after the comprehensive invasion.

EU commissioners has outlined a €140 billion non-interest loan, with likely directives to develop comprehensive regulatory frameworks intending to conclude the arrangement by December.

Global Reactions

The Kremlin has described the scheme as "illegal seizure" and has sworn to take action against any entities or states considered to have taken Russia's assets.

The Belgian government, which hosts €183 billion at the financial institution, representing the majority of all Russian government assets within the European Union, has voiced reservations about the plan.

"When you want to move forward, we will have to proceed together," commented Belgian Prime Minister, highlighting the necessity for safeguards that all European nations would bear the expenses if the Russian government attempted to recover its assets.

Global Collaboration

Roughly 33% of Russia's government holdings are located beyond the EU, including in the Asian nation (€28 billion), the United Kingdom (27 billion euros), the North American country (€15 billion) and the America (€4 billion).

Notwithstanding persistent wrangling over the financial package, multiple leaders voiced confidence in achieving an accord.

"Today we will make the strategic determination to ensure the monetary requirements of Ukraine from the coming years," affirmed a leading European representative, describing the pending tasks as "technicalities".

The Latvian prime minister observed that an agreement on the loan would strengthen the Ukrainian president in any potential peace discussions.

Peace Possibilities

Ukrainian government has minimized reports of a comprehensive resolution plan that appeared previously, indicating it was the effort of "certain allies" seeking to counter "an initiative from Russia".

Zelenskyy stressed that the Russian government has shown no evidence of wishing to end the war, referencing latest strikes on non-military targets.

"More pressure on the Russian Federation and they will engage and speak and I think this is the approach," he concluded.
